Today, the development of Smart City Applications occurs in an ecosystem dominated by proprietary environments leading to applications that are not portable, inter-operable, and are relatively expensive to develop and deploy due to lack of tooling and code re-use. We propose the creation of a open source development community/project to build out an SDK that will make Smart City Applications easier to develop, deploy, and sustain in platform-neutral fashion.  We will be hosting a workshop-style open meeting to discuss next steps with those with similar interests.

This effort aligns with the City Web concept (a City Web Consortium), similar to the World Wide Web Consortium (W3C) and the Internet Engineering Task Force (IETF), which emphasize standardization based on broad adoption of common and proven approaches.  The Federal Networking and Information Technology Research and Development (NITRD) program should work with CITII to coordinate existing activities to share data, models, and software tools among cities and stakeholders.
